Surround Sound requires a stereo source. A VCR cannot transmit stereo via channel 3 or 4 to a Television. It can only transmit stereo through the left and right audio outputs of the VCR. You have the option of connecting the audio/video outputs from your VCR directly to your receiver. You can also connect the audio/video outputs from your VCR to the audio/video inputs on your Television. Be sure to select the Video input on your television to hear and see this type of connection. You will then need to connect the audio/video output from the television to the receiver.
